Libxslt: remove use of global xsltMaxVars

A previous change made a context specific fix raising the default value and making this value configurable at the local transform level.

These global values were being raised to help with centos6 which doesn't support the transform level values.

But the centos6 version doesn't check this particular limit at all, so will remove it.
