Issues casting DATA to UTF8

      Description

      Casting data to utf8 shows up some issues:

      1. While it is illegal to assign a value of type DATA to a STRING without a cast, it does not appear to be illegal to assign DATA to UTF8 without a cast.
      2. If you DO assign DATA to UTF8 (with or without a cast), the generated code does not compile (tries to pass void* to rtlCodepageToUtf8X, which expects const char *)
      3. ASSERT(dataval = otherdataval) generates invalid code because of the above

      Issues 2 and 3 do not arise with STRING targets because the corresponding string helpers expect void* parameters.
