Some file access calls to Dali from Roxie don't provide creds

When Dali is LDAP enabled, it authenticates file access requests using credentials provided in the request.  Occasionally (approx once an hour on Prod), credentials are not sent resulting in a denial.  We need to identify where these requests are being created and refactor the code to send the creds
