Dali fails to start on new environment.xml generation

Upon building master and creating a new environment.xml using configuration manager dali process fails on start. Stock environment.xml starts properly, and making edits to the stock environment.xml will also start the system ok, BUT not generating a new one, that causes the start process to complain about dasds.cpp

Also on comparison of the two daliconf.xml's, it looks like:
<Category dir="/var/lib/[NAME]/hpcc-data4/[COMPONENT]" name="data4"/>
is not being created in the daliconf.xml
