DESDL: Be able to add esdl binding without requiring a static binding

The ESP should auto reflect any change made to the config, e.g,

• add a new method
• remove an existing method
• update an existing method
• add a new binding/new service

RIght now, most of the above does not work, or doesn't work consistently
