WsECL support for persistent outgoing connections

May require some sort of caching of a pool of persistent connections to the back end. Like the incoming connection, cached outgoing connections may benefit from a max number of transactions per connection.
Also need to consider how the connection pool deals with something like a roxie being removed from the load balancer.

Should share a generic pooling mechanism with DynamicESDL and others.
