Dropzones don't show up in configgen -listdirs or -listdropzones

      Description

      configgen -env <env> -listdirs
      configgen -env <env> -listdropzones
      

      Neither options output data anymore after the landing zone changes. Historically we looked at the output of -listdirs and used it to create any dropzone directories that existed on the local host. Currently in the candidate-6.4.0 branch (pre Miguel's changes) if I'm in eclwatch and I try to upload a file to a landing zone, Even if I have it declared in the environment.xml properly I won't see it in the list if the directory isn't created on the system.
