WUQuery + WUInfo return different values for HasArchiveQuery

    Description

      When WUInfo return TRUE for HasArchiveQuery, WUQuery will return false.

      This is forcing refreshes in ECLWatch and may be related to: https://track.hpccsystems.com/browse/HPCC-16820
