Extract_Tri anomaly in eclblas

While implementing/testing HPCC-16571 I was struck by the fact that Extract_Tri does not follow the same naming convention as the other functions in the eclblas plugin (with regard to case). It also seems to be the only function from the plugin that is not referenced from the test cases in teststd.
