For PROJECT,PARALLEL limit # of strands in multichannel setup

PROJECT, PARALLEL will by default use a strand per core (limited by affinity).
In a multichannel Thor configuration, we probably want to reduce that to affinity/channels, to avoid significant cpu over commitment.
