      Description

      removeFileEmptyScope(), which is called per logical file delete, looks to be very costly.
      It:
      a) gets an exclusive lock to /Files
      b) walks the logical filename scope by scope, to see if any have 0 children in order to delete.

      This has the nasty consequence of:
      1) serializing file delete operations and probably other operations requiring a read lock to /Files.
      2) the way (b) is implemented is very inefficient, it should count on server side, but it's fetching all children client side to perform count.
