Job queues should not (by default) ignore queued items posted by clients which have since closed.

      Description

      The workunit job queues remove (ignore) queued items that were submitted by Dali clients which are no longer active.
      [As an aside, oddly it does this via connect()->getStats()]

      As a result of this behaviour, a workunit submitted by a client that then exits before the ecl[cc]server dequeued that job, will be quietly ignored, leaving the job in a submitted state.

      There might be cases where you want this behaviour, e.g. if client submitting has to wait for queued job work to be done , to then do some necessary next step, but in general and in the submitted workunit case particularly, you do not want queued items to be ignored just because the originating submitter has gone away.
