xref stops processing a cluster when hits a problem with a single logical file

    Description

      Sasha is configured to xref all clusters:
      xrefEclWatchProvider="true"
      xrefList="*"

      However ever since upgrading from 4.2.8-1 to 5.4.2-1, most of the clusters are no longer getting XREF generated.
