      Description

      allocateChunk is always called when a lock is held on the parent heap, which I think means that the update to freeBase can become unconditional.

      That may allow the code to be restructured a bit.

      Initial tests show a speed up on x86, but very surprisingly a slow down on power8. Investigating exactly why.
