regex.awk never substituting LocalConfFile

      Description

      The file regex.awk is used within the configmgr script to create a modified version of the standard esp.xml for the users environment. This is one of the initfiles that gets preprocessed at build time. The second line contains

      /LocalConfFile/ && ( NEW_CONFFILE != "" ) { gsub("${CONFIG_DIR}/${ENV_CONF_FILE}", NEW_CONFFILE )  }
      

      which gets transformed into

      /LocalConfFile/ && ( NEW_CONFFILE != "" ) { gsub("/etc/HPCCSystems/environment.conf", NEW_CONFFILE )  }
      

      But the source we're running this awk script against uses the form ...

      <LocalConfFile>/opt/HPCCSystems/etc/HPCCSystems/configmgr/configmgr.conf</LocalConfFile>
      

      For it's LocalConfFile field. This means our regular expression will never match.
