ECL Watch allow to spray XML file without (empty) Row Tag

      Description

      When user try to spray XML file without Row Tag (with empty Row Tag), then the file will sprayed as a delimited (CSV like) file based on the encoding (UTF-xx).
      After the spray the file content doesn't appear and the ECL, DEF and XML tabs are disabled.
      The file metadata contains wrong ECL tag. The delimited spray process try to examine the record structure using default CSV separator, terminator, etc parameters to determine fields/columns, but the result is improper (sometimes a very large) structure based on the XML tags.

      The small XML file attached, as well as the XML spray dialog and the result file metadata.

      I think it would be better to forbid to spray XML file without row tag or set default one like "Row".
