      Description

      If a user starts or stops a component that is already in the desired state, the console message from hpcc-init should reflect the end state, not whether it was able to actually stop the component itself. A message should be presented when the end state matches our desired state but no work had to be done within the script (i.e. [ OK ] \n "Already Stopped" instead of [FAILED] \n "Already Stopped".)

      Also fix the error reporting in debug mode so it is more explicit and explains exactly what has gone wrong.
