Use user-supplied resource limits

If the user supplied hints about how much memory, runtime, disk space etc a thor job was supposed to use, we could use that information to:

1. Schedule more effectively
2. Stop (suspend) runaway jobs that have taken way longer than expected

and maybe some other good things too...
