Improve efficiency of Sasha's archive interations with Dali

A list of workunits both 'online' (in Dali) and archived can be requested from Sasha, frequently it is a single workunit being requested.

The handling for archived workunits, checks that checks that the workunit is not 'online' (in Dali) and filters the archived workunits by the supplied filters
The handling for online workunits, filters them by the supplied filters.
The way it does both is very inefficient especially if there is a single workunit to check.

Improve by localising the connection and avoiding a lot of serialization.
